What is Gang Stalking

Gang Stalking is a systemic form of control. Many targets start of being harassed in the workplace, via workplace mobbing and bullying. When they change jobs the same thing continues. Gang Stalking is the community portion of this systemic system of control. What will happen to a target is that they will be followed around, tracked and monitored by the Suburban Spies/Snitches. They will seek to harass and find ways to control every aspect of a targets life.

The civilian spies can be parts of community oriented policing programs, but it’s not necessary. Just like with Cointelpro investigations, everyone in the targets life is made a part of the ongoing never ending systemic form of control and harassment. These actions are designed to control the target and to keep them in line. These actions are also designed to destroy the target over years and leave them with no form of support.

This controlled society uses average citizens to accomplish this harassment protocol. Some of these citizens will be parts of Community Based Policing initiatives, many will not. The closest thing to this that we have seen before is McCarthyism, Cointelpro and RED SQUAD programs, that have been around for more than a hundread years.

For the targets of this harassment, gang stalking is experienced as a covert, psychological, emotional and physical attack, that is capable of immobalizing and destroying a target over time. For the state it’s a way to keep the targets in line, control them.

There are now efforts around the world to use something called community based policing. This is more than likely what is playing a large role in gang stalking. “Ruling the community with an iron fist. “Savvy law enforcement types realized that under the community policing rubric, cops, community groups, local companies, private foundations, citizen informants and federal agencies could form alliances without causing public outcry.” Covert Action Quarterly, summer 1997.”

Not only is community based policing making a comeback, but police infiltration and repression units often known as Red Squads have also come back full force. These Red Squads ran in many countries around the world.

This form of harassment is also thought to be similar to United States Government Counter Intelligence Program or Cointelpro for short. This was a program used to destroy many activists and dissidents in the 50′s, 60′s, 70′s. Most methods being used in Gang Stalking are things that were used in this program, with a few new techniques. Recently the United States government started looking into proceeding to reopen investigations into the Cointelpro program, because it’s become clear that the program never ended.

The modern day harassment seems to be funded at a higher government level, with many local groups or appendages taking part. Because there seems to be support of government and many local citizen organisations, it seems that no one is looking into the illegal actions or activities or these programs, and participants.

Other Names for Gang Stalking

here are many names for this form of harassment, it would also now seem that Gang Stalking is a term that was invented as part of the disinformation campaign that the government is good at putting together while these harassment campaigns are running. Some of the more popular names for this form of harassment have been Cointelpro, Red Squads, Operation T.I.P.S. and now with the new community based policing programs we have names coming up such as: Multi stalking, vengeance stalking, cause stalking, stalking by proxy, organised stalking, organised harassment, group stalking, community mobbing. These are the new names being given to a very old game, that is once again being played by the government on it’s unsuspecting citizens.

How are targets chosen?

Targets can be choosen because of many reasons. They can be choosen for political views. They can be choosen for whistle-blowing. They can be choosen because they belong to a dissident movement. They can be choosen because they asserted there rights at work. They can be choosen because they made the wrong enemy. Signed a petition, wrote a letter. They were deemed as suspicious by a member of one of these snitching programs and their names were handed over.

• It’s becoming apparent that targets might be chosen for this systemic form of control, if they are not already in some way a part of this controlled system. Eg. Targets seem to be unaware that large chunks of our society are snitching and spying on each other.

Goals of Gang Stalking

The goal is to isolate the target from all forms of support, so that the target can be set up in the future for arrest, institutionalisation, or forced suicide. Other goals of this harassment is to destroy the targets reputation and credibility. Make the target look crazy or unstable.

Other goals involve sensitizing the target to every day stimuli’s as a form of control, which is used to control targets when they get out of line.

These people also want to make the targets of this harassment vulnerable, they want to make them destitute. The secondary goals seem to be to make the target homeless, jobless, give them a breakdown, and the primary goals seems to be to drive the target to forced suicide, just like what they did with some of the targets of Cointelpro.

Who gets targeted

Targeting can happen to anyone, but it’s being widely used on minorities, outspoken individuals, whistle blowers, dissidents, people who go up against large wealthy corporations, woman’s groups, (single) women, anti-war proponents, and other innocent individuals. The majority of the targets are not aware this is happening to them and it continues for years. Even when a target moves, changes jobs, the harassment still continues. Every time the target moves, the government, or the local intelligence unit of the police will follow them around and start to spread the same lies, and slander to their new employers, coworkers, landlords, etc.

Who takes part

People from all walks of life are being recruited to be the eyes and ears of the state. People from all races, ages, genders and walks of life. You have your garden variety snitches, you have general labourers, the very wealthy, biker, drug dealers, user, street people, punks, hip hop culture, KKK, black activists, church groups, youth groups, every sector of society that you can think of is a part of this. Eg. Firemen, police officers, lawyers, health care workers, store keepers, maids, janitors, cable installers, phone repair persons, mail carriers, locksmiths, electricians, etc. The ages range from five to eighty five and older.

These government Suburban Spy programs for some is seen as a game of cat and mouse. They see themselves as heroic spies for the state. Some are just power hungry slithering money hungry snitches, who would sell their mothers down the drain, much less innocent people. Other are asked and do it out of a sense of patriotic duty, others are forced to take part in the spying activity.

Some might have started out by taking part in community programs like, Citizen Corp, Weed and Seed, Citizens On Phone Patrol, (COPP), City Watch, T.I.P.S. Many started with good intentions to help patrol and monitor their cities and neighbourhoods. It seems however that some sectors of society are abusing these programs, or some governments are condoning the practices that are being carried out on innocent citizens by those taking part in these programs, just like with Cointelpro.

Many do not understand or care that the end consequence of this game is to destroy a person.

Why people participate in gang stalking

There are many reasons that someone takes part in this activity.

1. Some do it for the sense of power that it gives them.

2. Others do this as a way to make friends and keep friends. It’s something social and fun for them to do.

3. Other are forced or black mailed or forced by the State or the police into taking part.

4. They are told that they are part of homeland or national security and being used to help keep and eye on dangerous individuals.

They come from a variety of programs such as the Citizen Corp, Citizen On Phone Patrol COPP, Weed and Seed, City Watch or some other centeralised government program used for patroling and monitoring cities, such as T.I.P.S.

5. Others are just local thugs or informants who are already being used for other activities, and their energies are just diverted over into these community spy programs. Eg. Some may be given the choice of Spying for the State or the police vs going to jail.

6. Others are told outright lies and slander about the target to get them to go along with ruining the targets life.

Techniques used against targets

a) Classical conditioning.

Getting a target sensitised to an everyday stimuli. The target over a period of months, or even years is negatively sensitised to an everyday stimuli, which is then used to harass them. It’s used out in public to let them know they are constantly being harassed and monitored. Some examples of everyday stimulus that might be used include: sounds, colors, patterns, actions. Eg. Red, white, yellow, strips, pens clicking, key jangling, loud coughing, loud whistling, loud smacking of clapping of hands together, etc.

b) 24/7 Surveillance

This will involve following the target everywhere they go. Learning about the target. Where they shop, work, play, who their friends and family are. Getting close to the target, moving into the community or apartment where they live, across the street. Bugging targets phone, house, and computer activity.

c) Isolation of said target.

This is done via slander campaigns, and lies. Eg. People in the targets community are told that the target is a thief, into drugs, a prostitute, pedophile, crazy, in trouble for something, needs to be watched. False files will even be produced on the target, shown to neighbours, family, store keepers.

d) Noise and mimicking campaigns.

Disrupting the targets life, sleep with loud power tools, construction, stereos, doors slamming, etc. Talking in public about private things in the targets life. Mimicking actions of the target. Basically letting the target know that they are in the targets life. Daily interferences, nothing that would be too overt to the untrained eye, but psychologically degrading and damaging to the target over time.

d) Everyday life breaks and street theatre.

Flat tires, sleep deprivation, drugging food, putting dirt on targets property. Mass strangers doing things in public to annoy targets. These strangers might get text messaged to be at a specific time and place, and perform a specific action.

It might seem harmless to these strangers, but it could be causing great psychological trauma for the target. Eg. Blocking targets path, getting ahead of them in line, cutting or boxing them in on the road, saying or doing things to elicit a response from targets. Etc.

Where does the support or funding for this come from

Though Gang stalking itself is immoral and unethical in nature, it can just like Cointelpro be funded by:

1. Government organisations. These diffuse and disrupt methods can be used on a variety of targeted individuals.

2. Military facilities might be using this also against enemies or on illegal test subjects.

3. Large wealthy corporations. Many are providing support for these programs. Who then will use their influence to have files opened on workers to keep them quite.

What can you do to help

1. If you know someone who is being targeted in this way please don’t do along with it. Don’t assume that the person is guilty or a bad person. Many innocent people are currently being targeted, and people are being told lies. This form of harassment is not for fun, it’s not harmless, and the goal is to destroy the individual over time.

2. If you are aware of someone being harassed in this way just don’t go along with the harassment. Educate others that harassment is wrong. Knowledge is power, share your knowledge.

3. You can offer your support to someone who is being unfairly treated, in very small little ways.

4. Direct people to websites where they can get help and assistance.

5. You can send out emails to your friends, family, co-workers regarding the harassment that is silently happening to many innocent people.

6. You can request that your local newspapers or community papers print articles about these new government spying initiatives.

How do participants communicate

Communicate happens in a number of ways. When on the street or in cars patrolling, they use baseball or Stasi like signals.

These include things like tapping the side of the nose, corner of the eye, brushing back the hair 3 times, the infamous double blink, etc.

Understanding the Levels of Consciousness

Psychiatrist, consciousness researcher and mystic Dr. David R. Hawkins developed a “map” of the levels of human consciousness (also called the Scale of Consciousness) that uses a muscle-testing technique called Applied Kinesiology (AK) to document the nonlinear, spiritual realm. The research was scientifically-validated and published in Dr. Hawkins’ doctorate dissertation titled Qualitative and Quantitative Analysis and Calibrations of the Level of Human Consciousness, an elaborate discussion of the Scale of Consciousness and its significance as outlined in his groundbreaking book, Power vs. Force: The Anatomy of Consciousness (Veritas Publishing, 1995).

Briefly, each level of consciousness (LOC) coincides with determinable human behaviors and perceptions about life and God. Each level represents a corresponding attractor field of varying strength that exists beyond our three-dimensional reality. There’s a critical point within each LOC from which its field gravitates (or entrains).

The numbers on the scale represent logarithmic calibrations (measurable vibratory frequencies on a scale which increases to the tenth power) of the levels of human consciousness and its corresponding level of reality. The numbers themselves are arbitrary; the significance lies in the relationship of one number (or level) to another (e.g., Dr. Hawkins’ scale is from 1 to 1000; a similar scale could be devised from 1 to 10 where 2 is courage and 5 is love).

Using the kinesiologic response, two people can calibrate the LOC of any person, place or thing—past and present. For example, two researchers can calibrate Albert Einstein’s LOC, and their results can be verified by two people on the other side of the planet. If the kinesiologic technique is done properly, both teams will calibrate Einstein at 499. The kinesiologic response transcends all personal opinions and beliefs, accessing truth beyond the physical realm.

The Great Barrier

Dr. Hawkins points out that the two greatest spiritual growth barriers seem to be at level 200 and 500. Two hundred, the level of courage, represents a profound shift from destructive and harmful behavior to life-promoting and integrous lifestyles; everything below 200 makes one go weak using kinesiology. Currently, approximately 78% of the world’s population is below this significant level. The destructive capacity of this majority would annihilate mankind without the counterbalancing effect of the 22% above 200. Because the scale of consciousness is logarithmic, each incremental point represents a giant leap in power. As such, one person calibrated at 600 counterbalances the negativity of 10 million people below 200.

The second great barrier is level 500—Love. Love in this context is a way of being in the world—not an emotionality as most of us perceive it. According to Dr. Hawkins, the reason the level of love is so difficult to achieve is because our ego is so rooted in the physical domain as opposed to the spiritual domain, which emerges at 500. The 400s represent the level of reason, guided by the linear, mechanistic world of form (our modern society that includes advancements in medicine, science, government, etc). Interestingly, the top echelon of intellectual genius, including Einstein, Freud, Newton, Aristotle, etc., all calibrated around 499. The 500s represent a very difficult hurdle as only four percent of the world’s population calibrates in the 500s. This level denotes a shift from the linear, provable domain (classic physics or Newtonian physics) to the nonlinear, formless, spiritual realm.

It is important to understand that no level is better or worse than another. There are no opposites. The Map of the Levels of Consciousness represents a gradation of consciousness—degrees of the experience of Reality, the existence of God, and the level of lovingness that is present. The 500s (love) are not “better” than the 400s (reason); they simply represent another gradation (and a higher level of truth) on an infinitely growing scale.

A person’s LOC remains rather steady through the lifetime. Emotions come and go like the passing wind, but a person’s calibratable LOC is governed by specific energy fields in the nonlinear domain which generally doesn’t waver. Over the course of a lifetime, the average person’s LOC will change approximately five points (this is not a statistical derivation, but an average discovered through Dr. Hawkins’ kinesiologic research). However, it is possible for an individual (such as a spiritual aspirant) to have their LOC jump (or drop) hundreds of points in a single lifetime.

Cancer fears raised over Verichip implants

When the U.S. Food and Drug Administration approved implanting microchips in humans, the manufacturer said it would save lives, letting doctors scan the tiny transponders to access patients’ medical records almost instantly. The FDA found “reasonable assurance” the device was safe, and a sub-agency even called it one of 2005′s top “innovative technologies.”

But neither the company nor the regulators publicly mentioned this: A series of veterinary and toxicology studies, dating to the mid-1990s, stated that chip implants had “induced” malignant tumors in some lab mice and rats.

“The transponders were the cause of the tumors,” said Keith Johnson, a retired toxicologic pathologist, explaining in a phone interview the findings of a 1996 study he led at the Dow Chemical Co. in Midland, Mich.

Leading cancer specialists reviewed the research for The Associated Press and, while cautioning that animal test results do not necessarily apply to humans, said the findings troubled them. Some said they would not allow family members to receive implants, and all urged further research before the glass-encased transponders are widely implanted in people.

To date, about 2,000 of the so-called radio frequency identification, or RFID, devices have been implanted in humans worldwide, according to VeriChip Corp. The company, which sees a target market of 45 million Americans for its medical monitoring chips, insists the devices are safe, as does its parent company, Applied Digital Solutions, of Delray Beach, Fla.

“We stand by our implantable products which have been approved by the FDA and/or other U.S. regulatory authorities,” Scott Silverman, VeriChip Corp. chairman and chief executive officer, said in a written response to AP questions.

The company was “not aware of any studies that have resulted in malignant tumors in laboratory rats, mice and certainly not dogs or cats,” but he added that millions of domestic pets have been implanted with microchips, without reports of significant problems.

“In fact, for more than 15 years we have used our encapsulated glass transponders with FDA approved anti-migration caps and received no complaints regarding malignant tumors caused by our product.”

The FDA also stands by its approval of the technology.

Did the agency know of the tumor findings before approving the chip implants? The FDA declined repeated AP requests to specify what studies it reviewed.

The FDA is overseen by the Department of Health and Human Services, which, at the time of VeriChip’s approval, was headed by Tommy Thompson. Two weeks after the device’s approval took effect on Jan. 10, 2005, Thompson left his Cabinet post, and within five months was a board member of VeriChip Corp. and Applied Digital Solutions. He was compensated in cash and stock options.

Thompson, until recently a candidate for the 2008 Republican presidential nomination, says he had no personal relationship with the company as the VeriChip was being evaluated, nor did he play any role in FDA’s approval process of the RFID tag.

“I didn’t even know VeriChip before I stepped down from the Department of Health and Human Services,” he said in a telephone interview.

Also making no mention of the findings on animal tumors was a June report by the ethics committee of the American Medical Association, which touted the benefits of implantable RFID devices.

Had committee members reviewed the literature on cancer in chipped animals?

No, said Dr. Steven Stack, an AMA board member with knowledge of the committee’s review.

Was the AMA aware of the studies?

No, he said.

Malignant tumors found

Published in veterinary and toxicology journals between 1996 and 2006, the studies found that lab mice and rats injected with microchips sometimes developed subcutaneous “sarcomas” — malignant tumors, most of them encasing the implants.

• A 1998 study in Ridgefield, Conn., of 177 mice reported cancer incidence to be slightly higher than 10% — a result the researchers described as “surprising.”

• A 2006 study in France detected tumors in 4.1% of 1,260 microchipped mice. This was one of six studies in which the scientists did not set out to find microchip-induced cancer but noticed the growths incidentally. They were testing compounds on behalf of chemical and pharmaceutical companies; but they ruled out the compounds as the tumors’ cause. Because researchers only noted the most obvious tumors, the French study said, “These incidences may therefore slightly underestimate the true occurrence” of cancer.

• In 1997, a study in Germany found cancers in 1% of 4,279 chipped mice. The tumors “are clearly due to the implanted microchips,” the authors wrote.

Caveats accompanied the findings. “Blind leaps from the detection of tumors to the prediction of human health risk should be avoided,” one study cautioned. Also, because none of the studies had a control group of animals that did not get chips, the normal rate of tumors cannot be determined and compared to the rate with chips implanted.

Still, after reviewing the research, specialists at some pre-eminent cancer institutions said the findings raised red flags.

“There’s no way in the world, having read this information, that I would have one of those chips implanted in my skin, or in one of my family members,” said Dr. Robert Benezra, head of the Cancer Biology Genetics Program at the Memorial Sloan-Kettering Cancer Center in New York.

Before microchips are implanted on a large scale in humans, he said, testing should be done on larger animals, such as dogs or monkeys. “I mean, these are bad diseases. They are life-threatening. And given the preliminary animal data, it looks to me that there’s definitely cause for concern.”

Dr. George Demetri, director of the Center for Sarcoma and Bone Oncology at the Dana-Farber Cancer Institute in Boston, agreed. Even though the tumor incidences were “reasonably small,” in his view, the research underscored “certainly real risks” in RFID implants.

In humans, sarcomas, which strike connective tissues, can range from the highly curable to “tumors that are incredibly aggressive and can kill people in three to six months,” he said.

PRIVACY: Microchip implants cause concern

At the Jackson Laboratory in Maine, a leader in mouse genetics research and the initiation of cancer, Dr. Oded Foreman, a forensic pathologist, also reviewed the studies at the AP’s request.

At first he was skeptical, suggesting that chemicals administered in some of the studies could have caused the cancers and skewed the results. But he took a different view after seeing that control mice, which received no chemicals, also developed the cancers. “That might be a little hint that something real is happening here,” he said. He, too, recommended further study, using mice, dogs or non-human primates.

Dr. Cheryl London, a veterinarian oncologist at Ohio State University, noted: “It’s much easier to cause cancer in mice than it is in people. So it may be that what you’re seeing in mice represents an exaggerated phenomenon of what may occur in people.”

Tens of thousands of dogs have been chipped, she said, and veterinary pathologists haven’t reported outbreaks of related sarcomas in the area of the neck, where canine implants are often done. (Published reports detailing malignant tumors in two chipped dogs turned up in AP’s four-month examination of research on chips and health. In one dog, the researchers said cancer appeared linked to the presence of the embedded chip; in the other, the cancer’s cause was uncertain.)

Nonetheless, London saw a need for a 20-year study of chipped canines “to see if you have a biological effect.” Dr. Chand Khanna, a veterinary oncologist at the National Cancer Institute, also backed such a study, saying current evidence “does suggest some reason to be concerned about tumor formations.”

Meanwhile, the animal study findings should be disclosed to anyone considering a chip implant, the cancer specialists agreed.

To date, however, that hasn’t happened.

‘Who’s covering our backs?’

The product that VeriChip Corp. won approval for use in humans is an electronic capsule the size of two grains of rice. Generally, it is implanted with a syringe into an anesthetized portion of the upper arm.

When prompted by an electromagnetic scanner, the chip transmits a unique code. With the code, hospital staff can go on the Internet and access a patient’s medical profile that is maintained in a database by VeriChip Corp. for an annual fee.

VeriChip Corp., whose parent company has been marketing radio tags for animals for more than a decade, sees an initial market of diabetics and people with heart conditions or Alzheimer’s disease, according to a Securities and Exchange Commission filing.

The company is spending millions to assemble a national network of hospitals equipped to scan chipped patients.

But in its SEC filings, product labels and press releases, VeriChip Corp. has not mentioned the existence of research linking embedded transponders to tumors in test animals.

When the FDA approved the device, it noted some Verichip risks: The capsules could migrate around the body, making them difficult to extract; they might interfere with defibrillators, or be incompatible with MRI scans, causing burns. While also warning that the chips could cause “adverse tissue reaction,” FDA made no reference to malignant growths in animal studies.

Did the agency review literature on microchip implants and animal cancer?

Dr. Katherine Albrecht, a privacy advocate and RFID expert, asked shortly after VeriChip’s approval what evidence the agency had reviewed. When FDA declined to provide information, she filed a Freedom of Information Act request. More than a year later, she received a letter stating there were no documents matching her request.

“The public relies on the FDA to evaluate all the data and make sure the devices it approves are safe,” she says, “but if they’re not doing that, who’s covering our backs?”

Late last year, Albrecht unearthed at the Harvard medical library three studies noting cancerous tumors in some chipped mice and rats, plus a reference in another study to a chipped dog with a tumor. She forwarded them to the AP, which subsequently found three additional mice studies with similar findings, plus another report of a chipped dog with a tumor.

Asked if it had taken these studies into account, the FDA said VeriChip documents were being kept confidential to protect trade secrets. After AP filed a FOIA request, the FDA made available for a phone interview Anthony Watson, who was in charge of the VeriChip approval process.

“At the time we reviewed this, I don’t remember seeing anything like that,” he said of animal studies linking microchips to cancer. A literature search “didn’t turn up anything that would be of concern.”

In general, Watson said, companies are expected to provide safety-and-effectiveness data during the approval process, “even if it’s adverse information.”

Watson added: “The few articles from the literature that did discuss adverse tissue reactions similar to those in the articles you provided, describe the responses as foreign body reactions that are typical of other implantable devices. The balance of the data provided in the submission supported approval of the device.”

Another implantable device could be a pacemaker, and indeed, tumors have in some cases attached to foreign bodies inside humans. But Dr. Neil Lipman, director of the Research Animal Resource Center at Memorial Sloan-Kettering, said it’s not the same. The microchip isn’t like a pacemaker that’s vital to keeping someone alive, he added, “so at this stage, the payoff doesn’t justify the risks.”

Silverman, VeriChip Corp.’s chief executive, disagreed. “Each month pet microchips reunite over 8,000 dogs and cats with their owners,” he said. “We believe the VeriMed Patient Identification System will provide similar positive benefits for at-risk patients who are unable to communicate for themselves in an emergency.”

And what of former HHS secretary Thompson?

When asked what role, if any, he played in VeriChip’s approval, Thompson replied: “I had nothing to do with it. And if you look back at my record, you will find that there has never been any improprieties whatsoever.”

FDA’s Watson said: “I have no recollection of him being involved in it at all.” VeriChip Corp. declined comment.

Thompson vigorously campaigned for electronic medical records and healthcare technology both as governor of Wisconsin and at HHS. While in President Bush’s Cabinet, he formed a “medical innovation” task force that worked to partner FDA with companies developing medical information technologies.

At a “Medical Innovation Summit” on Oct. 20, 2004, Lester Crawford, the FDA’s acting commissioner, thanked the secretary for getting the agency “deeply involved in the use of new information technology to help prevent medication error.” One notable example he cited: “the implantable chips and scanners of the VeriChip system our agency approved last week.”

After leaving the Cabinet and joining the company board, Thompson received options on 166,667 shares of VeriChip Corp. stock, and options on an additional 100,000 shares of stock from its parent company, Applied Digital Solutions, according to SEC records. He also received $40,000 in cash in 2005 and again in 2006, the filings show.

The Project on Government Oversight called Thompson’s actions “unacceptable” even though they did not violate what the independent watchdog group calls weak conflict-of-interest laws.

“A decade ago, people would be embarrassed to cash in on their government connections. But now it’s like the Wild West,” said the group’s executive director, Danielle Brian.

Thompson is a partner at Akin Gump Strauss Hauer & Feld LLP, a Washington law firm that was paid $1.2 million for legal services it provided the chipmaker in 2005 and 2006, according to SEC filings.

He stepped down as a VeriChip Corp. director in March to seek the GOP presidential nomination, and records show that the company gave his campaign $7,400 before he bowed out of the race in August.

In a TV interview while still on the board, Thompson was explaining the benefits — and the ease — of being chipped when an interviewer interrupted:

“I’m sorry, sir. Did you just say you would get one implanted in your arm?”

“Absolutely,” Thompson replied. “Without a doubt.”

“No concerns at all?”

“No.”

But to date, Thompson has yet to be chipped himself.

On March 1, 2007, the U.S. Department of Homeland Security (DHS) released draft regulations to implement the requirements of the Real ID. States and other interested parties will have 60 days to comment on the draft regulations before DHS issues final regulations.

To date, Congress has appropriated only $40 million to assist states with theimplementation, of which only $6 million has been obligated. The President’s FY2008 budget proposal did not include any funds for states to implement the requirements of the Real ID. According to a study conducted by NCSL, the National Governors Association and the American Association of Motor Vehicle Administrators, the act will cost states more than $11 billion to implement over five years and will have a major impact on services to the public. In addition, DHS estimates the cost of the implementation of the Real ID will exceed $23 billion.
